MATTHEW S. RYAN.  Matt Ryan is an associate at Cotsirilos, Tighe & Streicker where he handles cases in a range of practice areas including federal and state white collar criminal matters, professional responsibility, securities regulation, environmental enforcement, and civil commercial litigation.  Mr. Ryan represents individuals and organizations in federal and state grand jury investigations, and in criminal cases alleging mail and wire fraud, bank fraud, conspiracy, and public corruption. among others.

Prior to joining the firm, Mr. Ryan served as Senior Counsel and Deputy General Counsel to Illinois Governor Rod R. Blagojevich from 2004 through 2007.  In that position, Mr. Ryan managed all litigation brought against the Governor in his official capacity involving federal and state constitutional matters.  In addition, Mr. Ryan was responsible for conducting internal investigations into alleged wrongdoing by State employees.  Mr. Ryan also counseled the Governor on clemency petitions, and advised the Governor on various State policy matters, including hiring and procurement reforms, health facilities planning, and tax and revenue reforms.  Prior to joining the Govenror's staff, he was a litigation associate with Schiff Hardin LLP.  Mr. Ryan is currently an adjunct professor at DePaul University College of Law, where he teaches State and Local Government Law.

Mr. Ryan received bachelor’s degrees in Germanic Studies and English from Indiana University, completed a one year curriculum in comparative literature at the University of Hamburg, Germany, and received his J.D. from Harvard Law School.
